Under the supervision of the Team Lead, the Associate Specialist – Screening and Intelligence will play a key role in supporting the Office of the Inspector General (OIG) in the review and assessment of allegations. The main responsibilities include:

  • Screening allegations of fraud, abuse, human rights violations, and sexual exploitation and abuse (SEA) related to programs funded 
  • Assessing the credibility, verifiability, and materiality of reported allegations to guide OIG’s response and decision-making
  • Engaging with whistle-blowers, witnesses, and stakeholders, both internal and external, in a multicultural environment including conducting interviews to gather relevant information for allegation assessment
  • Conducting Open-Source Intelligence (OSINT) research into entities and individuals connected to allegations
  • Handling and organizing information and intelligence received by the OIG, entering case data into internal systems while ensuring strict confidentiality in line with OIG policies and procedures
  • Producing high-quality, clear, and concise screening, assessment, and intelligence reports, aligned with OIG’s standards
  • Contributing to the analysis of allegations to identify and report on patterns, trends, themes, and risks associated with prohibited practices
  • Supporting OIG’s data analysis and analytics efforts, including data collection, classification, and the use of advanced analytical tools and techniques
  • Participating in and supporting special projects and initiatives as assigned

Profil

  • An advanced university degree in social sciences, research, or a related field or a first-level university degree combined with relevant academic qualifications and professional experience in a related area
  • Demonstrated experience as a case intake/screening officer, intelligence officer, or investigator
  • Experience in investigations or intelligence functions within international organizations, the private sector, or public institutions
  • Experience in using both quantitative and qualitative data to identify trends and generate actionable insights
  • Strong analytical experience, including the ability to assess intelligence and evidence, evaluate risks of misconduct, and identify root causes
  • Practical experience in data analysis, with proficiency in tools such as iBase, i2 Analyst’s Notebook, Tableau, or similar platforms for data management and visualization
  • Application of open-source intelligence (OSINT) techniques, tools, and investigative processes
  • Fluency in English (written and spoken) is essential; working knowledge of French is strongly preferred; proficiency in additional languages is an asset

Duration of the Assignment: 4 months, with the possibility of extension
